We are Hawai‘i's oldest and most comprehensive private, nonprofit human services provider, founded as Associated Charities in 1899.

Strengthening families and fostering the healthy development of children which we accomplish through over 30 programs on O‘ahu, Kaua‘i, Maui, Lāna‘i, Moloka‘i and the Big Island.

OUR HISTORY
Several names, a single mission: "Strengthening families and fostering the healthy development of children"
June 7, 1899 -- Associated Charities
Child & Family Service began as part of Associated Charities of Honolulu, an effort to coordinate the charitable work of many agencies in the community. Giving financial "relief" was the major function. Sanford B. Dole served at the first President, and the hui included the Women's Board of Missions, the Women's Christian Temperance Union and the Y.M.C.A.
In the century since its founding, Child & Family Service has operated under several names. But its mission remained constant: Strengthening families and fostering the healthy development of children. Here are some historical highlights.
 1921-1935: The Social Service Bureau
In 1921, Associated Charities became the Social Service Bureau, and expanded its work to include prevention of poverty and advocacy for the poor.
In 1929, the work expanded again to include care for the homeless and neglected children. A new division, The Children's Bureau, is added.
In 1935, The Children's Bureau Division merged with he Hawaiian Humane Society. The new division is called the Children's Service Association.
1935-1941: The Family Consultation Service
In 1935, the Congress of the United States enacted the Social Security Act, which led to the development of the public welfare system. The Social Service Bureau turned its responsibility for child neglect and financial assistance services over to the Territory of Hawaii and began offering professional counseling services. In 1937, it changed its name again -- to Family Consultation Service.
 1941: Child and Family Service
At the recommendation of the 1940 Honolulu Plan,
the Family Consultation Service merged with the
Children's Service Association to become a single, strong
entity.
The merger was complete in 1941 and the new entity
was renamed Child and Family Service, the name that
endures today. That year, Child and Family Service
moved into a new headquarters on Beretania Street,
where the State Capitol now stands.
1940, ‘50s & 60s and 70s: Exploring and meeting new needs
The newly consolidated organization devises innovative new programs to address issues such as unemployment, unwed parenthood, needs of the elderly, housing for the disabled, fathers in prison, and advocacy for protective services for abused children. In 1971, Child and Family Service pioneers group homes for troubled teens and, soon after, begins to provide shelter for abused spouses.
 1980s: Child and Family Service opens Hale O Ulu, to serve teens who have trouble adjusting to the public school environment, expands to the neighbor islands, adds gerontology services, opens a center for abandoned street children in the Philippines and acquires the land for its Ewa headquarters.
1984: The Child and Family Service Guild is founded. The group of community volunteers, headed by Ruthann Yamanaka, establishes the Ohana of the Year and Child's Play fundraising events.
1990s: The Child and Family Service begins providing services for children with Autism and opens its new headquarters on Fort Weaver Road.
2001- Present: Child and Family Service continues to grow, expand and innovate. In 2004, Child and Family Service leaps into high-technology, connecting six offices on four islands through a videoconferencing network. Ultimately, Child and Family Service will use this state of the art technology to provide industry-wide training to other human services nonprofits.

OUR TEAM
Howard Garval, MSW, has been President and CEO of Child & Family Service (CFS) since 2006. The mission of CFS is Strengthening Families and Fostering the Healthy Development of Children. Under Howard's leadership, the 112-year-old, non-profit organization has itself developed and been strengthened. CFS currently comprises more than 30 social service programs statewide, with nearly 400 employees. CFS has an influential and committed Board of Directors and Real Property Board, and a 100-plus member Guild of enthusiastic volunteers.
As CFS President, Howard is responsible for setting the vision and guiding the mission of the organization, on behalf of Hawai`i's families—children, youth, and kūpuna. He is also responsible for overseeing the leadership teams, who support the programs of CFS, as well as ensuring fiscal integrity, strategic planning, and engaging the Board of Directors and Real Property Board in stewardship, advocacy, and philanthropy. He also represents CFS in public awareness of human service related issues to the government, general public, and media.
Highlights of Howard's accomplishments at CFS include the acquisition of two smaller organizations now merged into CFS; a successful $7 million capital campaign to build a domestic abuse shelter and transitional housing program; creating a hui (group) of large non-profit leaders with mutual concerns for advocacy; advocating for State funding for Healthy Start when that program was threatened with elimination; serving on the CFS Cultural Diversity Task Force; serving on non-profit leadership panels and lecturing on executive leadership at local universities and conferences.
Howard was educated at Montclair State College in New Jersey and earned his Masters of Social Work from the University of Michigan. He is certified by the Executive Management Institute-Alliance for Children and Families and the Hartford Foundation for Public Giving and is a 2007 PONO Fellow (Promoting Outstanding Non-profit Organizations), a prestigious program for outstanding executive leaders in Hawai’i. Howard’s career took him from a stint teaching high school Spanish, in the greater Boston, Massachusetts area, to a decade of social services, to vice president of family services for The Village for Families & Children, Hartford Connecticut, progressing to COO, then CEO of the non-profit organization.
Howard serves on the National board of the Executive Leadership Institute Alumni Connections, is chairman of Board of PHOCUSED (Protecting Hawai’i's Ohana Children Under Served Elderly and Disabled), and serves on the Oahu Workforce Investment Board and chairs the advisory board of the Hawaii Family Support Institute. Most recently, Howard, along with four other nonprofit CEO’s, secured an endorsement of Governor Neil Abercrombie to develop a collaborative collective impact project with the administration and nonprofit organizations and PHOCUSED, called “Hui Kupa’a.” This project is charged with using the six sigma model to address 6 areas of focus for the state of Hawaii – youth at risk, early childhood, working poor, unemployed, homelessness, and kupuna (elderly). Howard is the nonprofit co-leader for the Early Childhood Work Group. In 2011 he was appointed by Governor Abercrombie to serve on the State Procurement Policy Board.
Howard's tireless human services advocacy has helped to transform the social service programs offered to the people of Hawai`i. A few examples of the distinct impact his efforts have had are mentioned here:
* When Hawai`i's "Ways to Work" program was scheduled to be discontinued by the YWCA due to a shift in their focus, recognizing this program as a “hand up” for clients being served through CFS, Howard worked to adopt the program from the YWCA and forged a partnership with American Savings Bank to provide loans for low-income families to purchase or repair automobiles so that they could get to their jobs or advance in their careers. In connection with that, classes in financial literacy are offered to those who apply for the program, as a means of strengthening financial awareness for families.Click here for more information on the Pathways to Work Loan Program.
* Under Howard's leadership, CFS has been able to develop alternative funding models, decreasing its reliance on government funding. These models include social enterprise initiatives for the elderly, tuition assistance programs for students who might otherwise drop out of school, and diversifying private revenue streams through grassroots fundraising, commercial co-ventures/cause marketing, private grant writing, and building a $5-million endowment, with plans to double it over the next few years.
* A tenacious advocate, Howard has spent many hours at the Hawai`i State Legislature advocating for all human service organizations in the state. One of the beneficiaries of this advocacy is the release of Rainy Day Funding, allowing over 42 human services organizations to provide critical services.
* In part due to Howard’s reputation in the community, CFS was approached to consider a merger with Hawaii International Child (HIC), a private non-profit serving as an adoptions resource in Hawai`i. HIC became a subsidiary of CFS in 2010, and the merging of the two organizations’ adoption programs strengthened the presence of HIC as a local adoptions resource offering a competitive edge against out-of-state providers.
With superior communication skills, compassion, and innovative thinking, Howard draws on the strengths of his executive leadership team to ensure that his vision and the needs of the community are in sync. He is steadfast and passionate about his chosen career in the social services field and he inspires those around him to help to advance the organization he serves so well.
PATTI BATES, MSW
Executive Vice President & Chief Operating Officer
Patti Bates, MSW, LSW joined Child & Family Service in January 1993. Patti started her career with us as a Home Assessment Specialist and has been promoted various times over her many years. During the first half of 2006, she stepped in as Acting Chief Executive Officer to lead the organization. Her current position is Chief Operating Officer. In this position, she provides direction and leadership in the development, communication and implementation of the organization’s operating policies/procedures and goals.
Prior to starting with us she was employed as a Program Head with the State’s Child and Adolescent Mental Health Division. Patti received her Bachelor of Social Work from the University of South Dakota and went on to earn her Master of Social Work from the University of Denver. She has over 20 years experience in program delivery and supervision and is licensed in the State of Hawaii.
Patti has served on several community groups including: Blueprint for Change Policy Board, SCR 128 Task Force, Mayor’s Review Team, SCR 13/45 Task Force, numerous Aloha United Way’s Committees, Kapu Na Keiki and Hawaii Together Payment and Contract Sub-Committee.
KAREN TAN, LCSW
Vice President of Programs
Karen Tan, MSW, LSW started with Child & Family Service on May 23, 2005. Karen started her career with us as the Director of Training and was promoted to Director of Program Services before her recent promotion (July 2006) to Vice President of Programs. She previously worked at Parents and Children Together for ten years. The last position she held there was Division Director of Treatment Programs. After receiving her Bachelor of Arts from Seattle Pacific University she obtained her Masters in Social Work from the University of Hawaii. Karen has over 15 years experience in the human services field.
Karen has served on several community groups and was a member of the Oahu Domestic Violence Task Force, The Hawaii State Coalition Against Domestic Violence, the Hawaii State Domestic Violence Working Group, and the Hawaii State Family Visitation Network.
Karen and her husband Felix, have three daughters, Kaytlin, Kara, and Krystal.
VIVIAN YASUNAGA
Vice President of Finance
As Vice President of Finance, Vivian is responsible for the financial management and compliance matters for Child & Family Service and CFS Real Property, Inc. She is responsible for the supervision of the fiscal department, which manages accounting and budgeting functions. She provides a broad range of analytical and strategic support for the organizations’ short- and long-term growth and fiscal sustainability.
Vivian joined CFS in September 2006 as its Director of Finance and was promoted to the newly created VP of Finance position in January 2011.
Prior to joining CFS, Vivian served as the Director of Budget and Finance for the Boston Centers for Youth and Families managing finance and payroll functions, and evaluating operations.
Prior to joining the Boston Centers for Youth and Families, Vivian served as a management analyst with the City of Boston’s Office of Budget Management providing oversight of budgets, evaluating City services, and researching policy issues.
Vivian earned a bachelor’s degree in economics at the University of Massachusetts, Amherst and a master’s degree in public policy and administration at the University of Massachusetts, Amherst.

Kathy’s past and current board positions include the Stadium Authority, Board of Land and Natural Resources, the Land Use Research Foundation, Urban Land Institute, the Hawai’i Developers Council, Leeward Community College Business and Technology Advisory Board, and the Korean American Foundation.
Ms. Inouye joined the Child & Family Service Board of Directors in 2001. In 2012, she accepted the Board Chair seat. Along with her position as Board Chair, she is also Chair of the Networking Committee and Nominating Committee. She also is a member of the Intergenerational Learning Center and Board Governance Committees.
Richard F. Wacker
1st Vice Chair
Mr. Wacker, was named president and chief executive officer of American Savings Bank effective November 15, 2010. He also serves as a director on the ASB Board.
Mr. Wacker joined Korea Exchange Bank (KEB), the fifth largest Korean bank with $90 billion in assets and operations in 22 countries, in February 2004 as Chief Operating Officer and served as President and Chief Executive Officer from 2005 to 2009. Most recently he served as the Chairman of KEB’s board and of the KEB Foundation. Mr. Wacker was recognized in 2008 as one of Korea’s “Most Respected CEOs.”
Prior to joining KEB, Mr. Wacker worked for General Electric (GE) domestically and abroad for 20 years in a wide range of senior leadership positions in both GE’s industrial and capital businesses and as a company officer and member of GE’s Corporate Executive Council, the top leadership group in GE.
Originally from St. Louis, Mr. Wacker graduated from the University of Missouri with a Bachelor of Science degree in mechanical engineering.
Mr. Wacker joined the Child & Family Service Board of Directors in 2011.
Michele Saito
2nd Vice Chair
Michele K. Saito is president of Farmers Insurance Hawaii, overseeing more than 300 employees statewide and responsible for the day-to-day operations of the Farmers Insurance Hawaii Family of Companies, which includes Farmers Insurance Hawaii, Hawaii Insurance Consultants, American Pacific Insurance Company, Human Resources Solutions, 50th State Risk Management Services, and veyond.
Michele has more than 25 years in the insurance industry, joining Farmers Insurance Hawaii (formerly AIG Hawaii) as an accounting manager in 1984. Throughout her tenure, she has shown exemplary leadership and vision, overseeing the strategic planning and operations facilitation for all company entities in Hawaii.
Michele is also very active in the community. She currently serves on the board for Hawai‘i Pacific University, the University of Hawai‘i Alumni Association, Aloha United Way, the Honolulu Japanese Chamber of Commerce, treasurer of the Hawaii Property Insurance Association, and troop leader and service unit treasurer for the Girl Scouts of Hawaii. She has also been involved with Prevent Child Abuse Hawaii, Junior Pacific Century Fellows Program, and Junior Achievement of Hawaii.
Ms. Saito joined the Child & Family Service Board of Directors in 2011 and is a member of the Development & Marketing committee.
Stanley Hong
Secretary
Stanley has applied his Business and Law degrees to a long and varied list of corporate, non-profit and governmental organizations. Mr. Hong has previously served as President of Waste Management of Hawaii, Inc., President and CEO of both the Chamber of Commerce of Hawaii and the Hawaii Visitors Bureau. He has also served as Vice President/Administration, General Counsel, and Corporate Secretary for Theo H. Davies & Co. Ltd., and served as an executive in Hong Kong and Asia with Davies parent company, Jardine Matherson & Co. He has also been a board director at numerous companies.
Mr. Hong’s community involvement includes being a trustee for The Nature Conservancy of Hawaii, the East West Center Foundation and the St. Louis School. He also serves as a regent for Chaminade University of Honolulu and the Blue Planet Foundation. He formerly served on the PBS Hawaii Foundation, the State Board of Land and Natural Resources, as Chairman of the State Judicial Salary Commission, and on the U.S. Tourism and Travel Administration of the U.S. Department of Commerce (Washington D.C.).
Mr. Hong was welcomed to the Child & Family Service Board of Directors in 2004 and currently is Chair of the Board Governance Committee.
Christine Camp
Treasurer
Christine Camp has been in the real estate development and brokerage industry for over 25 years and has been an active part of the community through her participation on business and civic boards. She is the President and CEO of Avalon Group, a consortium of real estate development, brokerage, consulting and management companies.
She currently sits on the boards of Central Pacific Financial Corp. the parent company of Central Pacific Bank, Hawaii Opera Theatre, Kapolei Chamber of Commerce and is the chairwoman of the Honolulu Police Commission. She was formerly the board chair for Chamber of Commerce of Hawaii, officer of Hawaii Community Development Authority, chair of Urban Land Institute and President of Hawaii Developers Council.
Ms. Camp joined the Child & Family Service board in 2009.
Robert Fujioka

Vice Chairman and Chief Lending Officer at First Hawaiian Bank, Bob heads up the Commercial Banking Group (Commercial Real Estate, Corporate Hawai'i, Corporate National, First Hawaiian Leasing Co., and Trade Finance) and serves on the Senior Management Committee, as well as the board of Bishop Street Capital Management.
Bob currently serves on the boards of the Japanese American National Museum, American Red Cross - Hawaii State Chapter, Boys & Girls Club of Hawai'i, the Chamber of Commerce of Hawai'i, HPH/Kapiolani Health Foundation, La Pietra - Hawai'i School for Girls, Hawai'i International Dyslexia Association (advisory), and the Marina West Community Association.
Mr. Fujioka joined the Child & Family Service Board of Directors in 2002 and is a member of the Executive and Finance & Audit Committees.
Stephanie Ackerman
Director
Stephanie C. Ackerman is Vice President Public Policy and Communications for The Gas Company. Her responsibilities include directing and managing the energy company’s corporate communications, public relations and media affairs, government affairs, community outreach programs.
Stephanie joined The Gas Company in August 2008. Prior to that, she was a senior vice president for Aloha Airlines. On the community front, Ackerman is a board member of Hawai'i Nature Center, and a member of Hawai'i Business Roundtable's Legislative Advisory Board Committee. She also serves on the Governor’s Energy Emergency Preparedness Advisory Group and the Hawaii Harbor User’s Group.
Ms. Ackerman joined the Child & Family Service Board of Directors in 2003 and currently is a member of the Strategic Planning Task Force, and Development and Marketing Committee.
Carol Ai May
Director
Vice President of 110-year old, family-owned City Mill Company, Ltd., Carol Ai May has worked in advertising/marketing and general management here and on the mainland. She and her brother shared the Retail Merchants of Hawaii Retailer of the Year in 2004. She has also received recognition from various organizations, including the YWCA, Boy Scouts, Girl Scouts and Small Business Hawaii.
Carol graduated from Punahou and continued her education at Scripps College and Tufts University. Locally, Carol’s involvement included the 2002 Aloha United Way, Oahu campaign co-chair, and currently serves as Board Member with the Girl Scouts of Hawaii, Chamber of Commerce, UH Foundation and Retail Merchants of Hawai‘i.
Ms. Ai May joined the Child & Family Service Board of Directors in 2001. She is a member of the Development and Marketing Committee.
John L. Arizumi

A registered engineer, John L. Arizumi is President/CEO of Carrier Hawai‘i. A product of local public schools and the University of Hawai‘i, John was a mechanical engineer and a nuclear engineer before joining Carrier Hawai‘i in 1975.
Mr. Arizumi chose Child & Family Service as his first experience serving on a nonprofit community board in 2001. John is also a member of the CFS Board’s Finance and Audit and Board Governance Committees.
Justine Balauro
Director - Head Start Policy Council
Justine is currently Policy Council Representative for her daughter’s center, Hale Malie Elua and Chairperson of the Policy Council. She joined the Head Start program in 2008 when her oldest daughter was four.
In the two years she has served on the Policy Council, Justine feels that she has gained the self-confidence necessary to return to school and pursue her dreams. Justine is currently enrolled at Kauai Community College to become a Registered Nurse while continuing to commit time to the Head Start program.
Ms. Balauro is very excited to be the Kauai Head Start Policy Council Liaison to the Child & Family Service Board of Directors.
Kyle Chock
Director
Mr. Chock is President of both the Bishop Holdings Corporation (BHC) and its wholly owned subsidiary Kamehameha Investment Corporation (KIC). Prior to joining BHC and KIC, he was Executive Director of Pacific Resource Partnership (PRP)and Executive Assistant to the Chancellor of Honolulu Community College, serving as the liaison to the construction, automotive and aviation industries. In addition to serving on the CFS board, Kyle serves on the Board of Directors for the Lanakila Rehab Foundation and The Nature Conservancy's Corporate Council for the Environment.
Kyle is currently a member of the Board Governance Committee.

Micki Evslin
Director
Ms. Evslin is the co-owner of Sleeping Giant Sotheby's International Realty on Kauai. Originally from New York, she ran a therapeutic nursery school in Buffalo Children's Hospital before relocating to Maine where she became a full-time mother. A two year stint on Guam led her family to settle permanently on Kauai 32 years ago.
She fundraises for Child & Family Service, Kauai Hospice and Island School. In 2003 she co-founded The Kauai Guild, which now has 225 members.
Micki joined the Child and Family Service Board of Directors in 2010.
Russell Figueiroa
Director
Mr. Figueiroa has over 47 years of professional experience as a land surveyor, manager, and top executive in Hawaii‘s engineering industry. He is President of the R. M. Towill Corporation (RMTC), the state‘s oldest and largest locally-based engineering firm. Mr. Figueiroa oversees the operations of RMTC‘s five departments – Civil Engineering, Wastewater Engineering, Surveying, Planning, and Construction Management – including a nearly 100-person staff and offices in Honolulu and Kailua-Kona.
Mr. Figueiroa manages the philanthropic activities of the R. M. Towill Foundation, an organization established to support Hawaii‘s public schools and charities, as well as local literary, educational and scientific causes. He previously served on the Board of Directors of St. Francis School and has been a member of the Navy League of the United States, Aloha Council since 2006. Mr. Figueiroa has lent his time and leadership to highly successful fundraising campaigns for the YMCA Friends of Youth Campaign, University of Hawaii, and March of Dimes March for Babies.
Mr. Figueiroa joined the Child and Family Service Board of Directors in 2011.
JoAnn Freed
Early Childhood Consultant
JoAnn Bishop Freed, M.Ed. is the principle of JBF counsulting, specializing in research program planning and evaluation as well as training and professional development for early childhood educators, parents, child advocates and organizations supporting very young children and their parents.
For the past twenty five years, JoAnn was employed by Family Support Hawaii, a private, not-for-profit organization on the island of Hawaii whose mission is to “support families and communities in providing love and care for our children.” From 1985-1995, she served as the agency’s Healthy Start Director, from 1995-2005 it’s Director of Early Childhood Education programs and as Executive Director from 2006-2010.
Ms. Freed provides community volunteer support for the Kohala Center as well as the Friends of the Children’s Justice Center and is a member of the Hawaii Island Mayor’s Advisory Committee on Early Childhood Education. She is also a board member of First Relationships – the Hawaii Association for Infant Mental Health.
Ms. Freed’s involvement with the Child & Family Service Board of Directors began in 2010.

Senior Vice President of A&B Properties, Inc. the real estate subsidiary of Alexander & Baldwin Inc. For the past 10 years David has worked for A&B and currently oversees all of the company's income producing real estate.
A member and past director of the Hawaii chapter of NAIOP.
Mr. Haverly joined the Child and Family Service Board of Directors in 2010.
Gina Haverly

Gina Haverly is the District Human Resources Manager for Target Stores in Hawaii. Her responsibilities include leading HR functions that impact 1200+ Team Members. In addition to her core HR role, she is a member of Target’s Senior Leadership Team in Hawaii and assists in overseeing operations and communications.
Prior to joining Target in 2008, she was the District Manager for Banana Republic/Gap Inc Stores in Hawaii and San Francisco. Gina led numerous community outreach efforts on behalf of the company.

Brig. General Dwight M. Kealoha (USAF/Ret.)
Director
General Kealoha is the Chief Executive Officer of the Better Business Bureau of Hawai‘i. His background includes careers in the Air Force, in education with Kamehameha Schools and in business with Unity House and two small businesses.
General Kealoha's community service involvement includes serving on the Board of Regents, Chaminade University and on the boards of directors for Multiple Sclerosis Society of Hawaii, Pacific Aviation Museum at Pearl Harbor, and the Air Force Civilian Advisory Committee. He joined the Kualoa Ranch Board of Directors in 2008.
General Kealoha joined the Child & Family Service Board of Directors in 2003. He is a member of the Board Governance Committee.
Anton C. Krucky

Anton C. Krucky, President and CEO of Tissue Genesis, Inc., has decades of management experience, which includes product development, marketing, and sales in a global company, IBM. Prior to leaving IBM, he held several senior management positions including General Manager of Operations for IBM in the Pacific. Anton has consulted to and invested in small and emerging technology businesses, and has personally owned several small businesses.
He serves on the boards of major corporations in the State of Hawaii, which includes Servco Pacific and Oceanic Time Warner, in addition to key non-profit medical and healthcare boards, which includes the University of Hawaii’s John A. Burns School of Medicine and the Pacific Health Research Institute.
Anton supports numerous community organizations and is an established business leader in Hawai'i. Anton joined the Child & Family Services Board of Directors in 2007.
Frances P. Lui-Kwan

Ms. Lui-Kwan is the sole principal of Wealth Management CPAs which focuses primarily on serving high net worth individuals and their families. Her practice includes tax preparation and planning for individuals, trusts, family partnerships, charitable entities, gifts and estates.
Prior to this, she was a managing member and co-founder of East West Wealth Management, a registered investment advisory firm that provided asset management and tax services to high net worth individuals.
Ms. Lui-Kwan joined the Child & Family Service Board of Directors in 2010.
Lori Lum

As Public Affairs Director at the law firm of Watanabe Ing & Komeiji LLP, Lori Lum provides strategic counseling and government affairs services for clients on public policy issues involving county councils, the state legislature and congress.
Lori is a former hospitality industry executive. She currently serves on the boards of Aloha Festivals, the Visitor Aloha Society of Hawai'i and recently completed an 8 year term on the board of the Hawai'i Community Development Authority.
Ms. Lum joined the Child & Family Service Board of Directors in 1995. She recently completed over two years as Chair. She is a member of the Board Governance Committee. She is also Vice Chair of the Real Property Board.

Stephen B. Metter

Stephen B. Metter has been a leader in the Hawai'i commercial real estate development industry for more than 16 years. Mr. Metter is Chief Executive Officer and Principal of MW Group, Ltd. and MW Commercial Realty, Inc. MW Group, Ltd. is a diversified commercial real estate investment and development company.
Mr. Metter is an active member in the community serving as a director for a variety of boards: Mc Donald’s Corporation Advisory Board, Plaza Club, Hawai'i Humane Society, Friends of the Hawai'i State Art Museum, Fort Street Business District, March of Dimes, Honolulu Culture and Arts District and is active in Young Presidents Organization (YPO). Mr. Metter received a Social Science degree from the University of California at Berkeley.
The landlord of Child & Family Service’s Hilo office, Mr. Metter joined its Board of Directors in 2004, and serves on its Finance and Audit Committee and Real Property Board.

Terri Ann Motosue

Terri Ann Motosue is a partner at the law firm of Carlsmith Ball LLP, Hawaii’s oldest and largest law firm. Prior to joining Carlsmith, Terri worked in New York City at White & Case LLP and King & Spalding LLP.
Terri currently serves as a volunteer at the Hawaii Heritage Center in Chinatown.
Ms. Motosue joined the Child & Family Service Board of Directors in 2010.
Maurice Myers

Mr. Myers is the former chairman, president and CEO of Waste Management. Prior to that, he held similar positions at Yellow Corporation, America West Airlines, Aloha Airgroup, as well as other businesses.
Maurice currently serves on the boards of the Tesoro Corp, Hawaiian Electric Industries, and Oceanic Time Warner Cable. He also is enjoying his retirement with his wife, Jean, and 3 daughters.
Mr. Myers joined the Child & Family Service Board of Directors in 2009.
Joanie Shibuya

As an Investment Manager, Joanie Shibuya is responsible for overseeing the investment programs of HMSA’s insurance reserve funds and its subsidiaries. Joanie has been an investment manager with HMSA since March, 1992 and a financial consultant with Merrill Lynch in Honolulu the 10 years prior.
Joanie currently serves on the board of directors for the HMSA Employees Federal Credit Union and is a member of the Outrigger Canoe Club finance committee.
Ms. Shibuya joined the Child & Family Service Board of Directors in 1996, and currently sits on the Finance and Audit Committee.
Jonathan Steiner

Jonathan Steiner is currently a partner with McCorriston Miller Mukai MacKinnon LLP. He deals with General Civil Litigation, Insurance Bad Faith Defense, and Bankruptcy Litigation. Before McCorriston Miller Mukai MacKinnon LLP, Jonathan worked at Ashford & Wriston.
Mr. Steiner is active in the community, and currently serves on the board for Hawaii International Child and Lyons Arboretum Association.
Mr. Steiner joined the Child & Family Service Board of Directors in 2010.
C. Earl Stoner

Clarence Earl Stoner, Jr. Grew up in Southern California, attended high school in Laguna Beach and University of California Los Angeles, moved to Hawaii in 1959 and was married the next year to Sandra Osorio. After working in the construction industry for several years, Earl was employed by AMFAC, Inc. in 1965 and worked with them until about 1977 during which time he headed AMFAC’s Real Property Division.
A permanent resident of Maui since 1974, Earl has headed S & F Land Company, Inc. a wholly owned construction and development company with present land holdings on Maui and the island of Hawaii.
Non-profit involvement has included service on the board of trustees for Seabury Hall and the Maui Family YMCA. He is presently a director of the Friends of the Cancer Research Center of the University of Hawaii.
Earl joined the Child & Family Services Board of Directors in 2008. He is currently in a two year term that will keep him with our board till 2010. He serves on the Development & Marketing Committee.

Rann Watumull
Director
Mr. Watumull is the Co-founder and Executive of Hawaii Film Partners (HPF). He previously founded Natural Resources, Inc., a specialty contractor and manufacturer, and also created the Family Wealth Management Department at the Bank of Hawaii where he spent 13 years as the Family Wealth Management Department Manager.
He serves as President of the Board of River of Life Mission, Director of the Watumull Foundation, Director of The Dolphin Institute, has coached numerous youth sports team and has assisted in various other community service activities.
Mr. Watumull joined the Child & Family Service Board of Directors in 2007. He is a member of the Board Governance Committee.
Colleen Wong

Ms. Wong has served as the General Counsel, Vice President of Legal Services for Kamehameha Schools since February 2000. At Kamehameha Schools, she specializes in school and education law, business and tax planning, corporate governance and heads an in-house legal department of 22 staff members. She led the Schools’ legal defense team responsible for the successful decision by the Ninth Circuit En Banc Panel in Doe vs. Kamehameha Schools, which upheld the admissions preference for Native Hawaiians as a valid remedy for the lingering effects of past deprivation and oppression of Native Hawaiians. She served as Acting CEO of Kamehameha Schools from May 2003 for approximately 9 months.
Colleen received a B.A. in economics from Pomona College in 1979, a J.D. and M.B.A. from the University of Santa Clara in 1982, where she graduated on the Dean’s List. Colleen then joined the Honolulu law firm of Kobayashi, Watanabe, Sugita & Kawashima, practicing in a variety of areas including estate and business planning and real property. She has served as president of the Corporate Counsel Section, president of the Labor and Employment Law Section and director of the Real Property and Financial Services Section, of the Hawai`i State Bar Association. She is licensed to practice before all courts in Hawai`i, the Ninth Circuit Court of Appeals and the United States Supreme Court. She is actively involved on many nonprofit Boards, including the Native Hawaiian Bar Association, Hawai`i Women’s Legal Foundation, The Kahiau Foundation, Girl Scouts of Hawaii, Planned Parenthood of Hawaii and The Junior League of Honolulu.
Colleen joined the Child & Family Service Board of Directors in 2009.
Mark Yamakawa
Director
Mr. Yamakawa is currently Executive Vice President/Chief Operating Officer for The Queen's Health Systems, Executive Vice President for The Queen's Medical Center, and President of the Queen Emma Land Company. He joined The Queen's Medical Center in 1985 and has held various positions throughout the organization.
He serves on the Boards of Diagnostic Laboratory Services, Inc., CareResource Hawaii, UHA, Lanakila Pacific Foundation, and Waikiki Improvement Association.
Mark joined the Child & Family Service Board in 2007. He is a member of the Finance and Audit Committee.
